The Program Manager will establish and maintain a formal organization to manage full P&L for a highly visible Government Agency contract relationship, any subsequent Task Orders and develop/implement a Master Program Management Plan to efficiently and effectively execute the requirements of this contract.

The selected candidate will manage program control, risk management, quality assurance, configuration management, subcontract management, and safety.

Program Control: The Program Manager will assign Project Managers for multiple sites across the nation, to organize, plan, schedule, implement, control, analyze, and report on all aspects of the Government Contract. The Program Manager will produce and deliver a Monthly Performance Report to apprise the client of its organization’s assessment of contractual efforts, as of the date of its report.

Responsibilities:

•  Manage Project Managers, Construction Managers, Engineers and Technicians.

•  Material expediting and confirmation of ordering and future ordering.  Procurement   planning.

•  Justification of manpower additions and requirements for field employees

•  Lead Operational meetings with the client

•  Work with the Account Manager to develop new installation subcontractors nationally.

 

Additional Monthly Responsibilities:

•  Provide Start dates, significant milestones, and estimated and actual completion dates for each Task Order in process.

•  Identify areas of difficulty and the proposed approach for correcting the problem and maintaining performance schedules for each Task Order in process.

•  Include a narrative which explains any missed schedule milestones, deliverables, and/or projected impacts to

•  Provide Final deliverables for each Task Order in process

•  Include a 60-day projection on project technical accomplishment for each Task Order in process. This “look-ahead” schedule must identify milestones and dates planned, projected for two months subsequent to the period being reported.

•  Provide Closed Activities for each Task Order in process.

•  Provide Status of all Action Items for each Task Order in process

•  Responsible for Risk Management.

•  Provide Completed Task Orders (Identify costs incurred, fee/profit, negotiated price and schedule for each deliverable)

 

Required:

•  Bachelor’s Degree

•  10+ years of Construction Management: mechanical, electrical, plumbing, fire protection, and rated walls

•  National travel, 50% all US states and territories

•  US Citizen, must pass federal background check

 

Preferred:

•  Federal Government Contracts Experience

•  Ability to read and interpret contract language

•  Has authority, is accountable for program execution

•  Complete Profit and Loss program ownership

•  Requirements Management & Fulfillment, Planning/Estimation

•  Scheduling including resource-loading critical path analysis

•  SOW-thru-WBS-thru-BOE-thru Integrated Master Schedule

•  Expert in Earned Value Management

•  Cost & Financials (ex. spend, forecast, variance)

•  Risk Management -Identification & Mitigation- Change Management

•  Lead Cross Functional Collaboration, Communicate &Influence

•  Provide guidance & Coaching to peers and team members
